Stewart Murray Wilson is a serial rapist that has spent the last 17 years behind bars. Now up for parole they are letting him out to a specially built home of the grounds of Whanganui Prison and trying to reintegrate him into society safely. New Zealand obviously ahead in identifying that Alcoholics Anonymous (AA) meetings are not the place to sentence sex offender too, like what is done routinely in the US, has banned Stewart Murray Wilson from any 12 Step meetings because they are a known place where sex offenders and pedophiles lurk. Sex offenders, rapists and pedophiles routinely mandated to Alcoholics Anonymous meetings in the US, hide behind a cloak of "anonymity" and target the weak and vulnerable attendees and it is very obvious that the New Zealand court system understands this.

When Stewart Murray Wilson is about to move in next door, it's impossible to get enthusiastic. But in a curious way, this man is so uniquely menacing that Whanganui should not have to worry about him for long.

The conditions of Wilson's imminent release to a purpose-built house in the grounds of Whanganui Prison are extraordinarily stringent for a couple of reasons. The first, official, reason is that without them this unrepentant serial rapist would be all but guaranteed to find new victims to terrify and abuse.

The second - which the Parole Board is unlikely to admit to out loud - is that with so many conditions to meet, Wilson is bound to breach one of them, and sooner rather than later.

Some of Wilson's 17 release conditions seem bizarre, but each has a sinister subtext. The ban on attending Alcoholics Anonymous meetings and church groups? That's because it was at such gatherings that he trawled for vulnerable women he could take home and subjugate. The ban on placing or responding to classified advertisements? That's how he found another victim. The more general bans on contact with females or anyone under the age of 16 speak for themselves.

But even if Wilson can resist seeking out alcohol, drugs, internet access, women, children, churches, classified ads, 12-step meetings, employment or a car, he is also obliged to attend sessions with a psychologist for the purpose of developing a safety plan, and to “abide by the rules” of a reintegration programme.

Wilson spent his 16 years in prison refusing to co-operate with psychiatrists, and has made endless clumsy attempts to manipulate prison officials, the legal system and the occasional reporter, so what are the odds that he's suddenly going to start behaving? He is clever, but nowhere as clever as he thinks he is. Wilson's lawyer Andrew McKenzie complains that Wilson is being set up to fail. As dodgy and unfair as it sounds, this is essentially true, and the public should be grateful for it. Wilson is likely to stuff up and be recalled to prison, where he belongs.

What's vital is that he stuffs up while doing something essentially harmless, such as trying to place a “want to meet” ad, rather than while lurking in a dark alley or phoning a past victim. (Actually, all that's needed for him to be hauled in front of a breach hearing is something that "elevates" his risk, and that could include something as minor as talking about trying to place an ad.)

Giving a dangerous sex offender enough rope is a sloppy, scary way to keep the community safe, but in this case there are few alternatives. Corrections and the police have sometimes failed to keep close enough of an eye on a dangerous parolee or released criminal, with ghastly results. The intense media and political scrutiny of this case means you can be sure Wilson's watchers will be under enormous pressure not to screw up and give the Whanganui naysayers any cause to say "told you so”.

The mayor of Blenhiem says the town is on edge as it awaits the release of a notorious sex offender.

Stewart Murray Wilson, 65, dubbed 'The Beast of Blenheim' has spent 18 years in prison for 19 offences, including rape and bestiality.

A hearing has been held today to determine when Wilson will be released and the Parole Board will announce the date tomorrow afternoon.

Marlborough Mayor Alistair Sowman is worried about Wilson’s release.

“Some of his victims have put their hands up they’re terrified they’ll run across him on the street here. Look I think it’s totally unfair on him but unfair on the community that actually know him. I just hope there’s a sensible decision made and they find a place other than Blenheim for him.”

Mr Sowman says he will look at all options to prevent Wilson from returning.

The parole board is deciding if Wilson can return to Blenheim and whether the he will be tracked by GPD when he is freed from Rolleston prison.

Wilson is in jail for rape, assault, bestiality and ill-treating children over a 25-year period and psychologists believe he will reoffend as soon as he is released.

Quite fitting. Bill Wilson took AA to a well known California prison back in the 1940's.

Ebby Thatcher was the first recipient of the "get out of jail free card". I believe Ebby was sentenced to the Oxford Group since AA had not been spawned yet.

The man labelled the Beast of Blenheim could be the target of attacks after he is released from jail on September 1, one of his victims says.

However, the Corrections Department believes Stewart Murray Wilson will be safe when he moves into his new home - a two-bedroom state house on Whanganui Prison land.

Wilson, now 65, was jailed for 21 years in March 1996 - one of New Zealand's longest sentences at the time - after being convicted on 22 sex charges against women and children between 1971 and 1994.

Although he is considered by the Parole Board to be at high risk of reoffending, he cannot be held in jail beyond the beginning of next month. But Corrections believes the conditions imposed on Wilson are the most stringent on any released prisoner in New Zealand history.

Wanganui District Council will, however, seek legal advice on whether it can challenge the consent to block Wilson's move to the area, council chief executive Kevin Ross said last night.

It is understood Whanganui was chosen as Wilson's new home because it is the only place with a rural prison and none of his victims living nearby.

One of his victims, who has name suppression, told The Dominion Post yesterday that she believed Wilson could be attacked when he moved into his new home.

"Somebody's going to kill him because he's done bad things to so many women. I hope to God they do because I can't stand his guts for garters."

The woman said she was raped repeatedly by Wilson while the couple were in a relationship in the 1970s.

He was an animal "who will never change. I reckon he'll reoffend within a couple of weeks of getting out."

A Corrections spokeswoman said there was a plan in place to protect Wilson and the department was confident he would be safe.

Wilson's lawyer, Andrew McKenzie, said he planned to file a legal challenge in the High Court against the strict parole conditions either today or early next week.

This is definitely going way too far. I feel that the purpose of the forum is to express opinions. It is one thing to get angry at an institution and to criticise it in a constructive way, but getting carried away with singling out certain persons for attack is definitely going way over the line. There is a difference between anger (even with sarcasm) vs. hatred (hounding someone).

Perhaps other towns, cities, states, countries will follow suit and finally realize that AA is not the place for sexual and violent criminals to participate and/or at the very least anonymously.

I understand that even the sickest piece of shit that harms people may want to change, "sober up", and some deserve the chance to do so. It's just insanity imo to allow for them to get involved within society under the pretense that they assumingly are going to behave appropriately. Criminals have proven that they have significant disrespect for ot,her people. It's too dangerous!

It’s a very serious matter and I beg that even the most dedicated AA member/supporter begin to recognize that at the very least AA as it is now can allow for inappropriate relationships to develop way to easily and without any oversight or warnings.

But what to do about it, Avo? To a large extent, AA is comprised of adult people making adult decisions. You can warn all you like, but there will be people that get involved despite those. I cited my own example when Massive came over here, looking for support on her blog against an AA that basically said these same things, and basically got creamed. I spoke to the parties involved and was told it was none of my business. None of it was a crime despite personally qualifying as inappropriate to me.

The beast of Blenheim has launched a legal challenge to his strict release conditions.

Stewart Murray Wilson's lawyer says the conditions exceed the Parole Board's powers and are not justified.

And local Whanganui councillor Michael Laws has called a public meeting, saying Whanganui's being treated like a “dumping ground for ferals”.

Serial sex offender Wilson has already opposed his extended supervision order at a Christchurch High Court hearing when he appeared by video link.

Now his lawyer Andrew McKenzie has been back to challenge the conditions of his parole.

“The principal issues under appeal are the requirements to live on Whanganui prison, he's prevented from having visitors, he's prevented from going elsewhere or using a cell phone so he's essentially under house arrest.”

Wilson had hoped to tour the country in a campervan on his release, not live in an ex-state house that's yet to be moved onto Whanganui prison grounds.

“Wilson says that the conditions are beyond the power of the parole board, that the conditions aren't justified,” Mr McKenzie says.

Mr Laws has this message for corrections.

“We will not be the dumping ground for your refuse and for your ferals.”

He and fellow councillor Ray Stevens are calling a public meeting on Sunday to rally opposition to the decision.

“Sure they'll monitor him for a while but at the end of the day simple human error, simple criminal cunning, there's a tragedy waiting to happen,” Mr Laws says.

Mr Laws fears if Wilson comes to Whanganui, it will set a precedent.

“We then become the dumping ground for all such individuals in the future.”

And he says Wilson himself may be at risk.

“It would be wrong but there is no question that certain individuals may feel a more direct action is appropriate.”

A judicial review hearing will be held in 10 days time, but a full hearing may not happen before Wilson’s parole starts on August 29.

Unbelievably disgusting that this pig is getting out of prison. This not only after many years of continual abuse, but also when the psychologists claim that they believe he will re-offend.

I'm not surprised that he wants to travel or relocate. After all, those in his town all know him and it will be harder for him to find victims. Please, just castrate these animals and ship them off to an isolated Island reserved for criminals to live out their years.
